Kenyan President William Ruto arrived in Haiti on Saturday as the United Nations grapples with how to best support a peacekeeping mission of resource-strapped Kenyan and Jamaican forces, which have struggled to contain the gangs terrorizing the Caribbean nation.

After arriving onboard a Kenya Airways flight at Toussaint Louverture International Airport in Port-au-Prince, Ruto descended the stairway and was greeted by members of Haiti’s Transitional Presidential Council and the force commander of the Multinational Security Support mission, Godfrey Otunge.

The trip by President William Ruto of Kenya came against a bleak backdrop in Haiti, where gangs operate with impunity and the Kenyan peacekeepers remain largely out of sight.

President William Ruto of Kenya will visit Haiti on Saturday morning and will receive a formal diplomatic welcome, the Haitian government said on Friday.

President William Ruto has announced his readiness for the Multinational Security Support Mission (MSSM) in Haiti, led by the Kenya National Police Service (NPS), to be converted into a full U.N. peacekeeping operation.
